The Deschutes County Commercially Sexually Exploited Children (CSEC) Response Team is a multi-disciplinary collaboration of agencies working together to coordinate and leverage resources to provide a comprehensive approach to child sex trafficking and services to victims and survivors. The Response Team works to: identify and recover victims of sex trafficking; proactively investigate, identify, apprehend, and prosecute those engaged in sex trafficking; and provide trauma-informed, victim centered services to restore those impacted by child sexual exploitation.

Law enforcement’s role in the Deschutes County CSEC Response Team is to conduct criminal investigations into allegations of sex trafficking to determine if a crime has occurred. The law enforcement partners also provide a coordinated team response whose members bring a diversity of knowledge, background and training to the investigations.

The Legal Partners represent Deschutes County in criminal cases of sex trafficking. The determination as to whether to proceed on a federal or state level is at the discretion of the prosecutors. The legal partners also provide a coordinated team approach to assessing the cases based on their diverse base of knowledge and experience.

Government Agency Partners collaborate with Response Team members to facilitate the identification, screening, and referral of disclosed or potential cases of CSEC within their agency roles. In some cases, Government agency partners may also have essential roles in service coordination and provision.

The Service Provider Partners provide services to victims / survivors of sex trafficking and related crimes for individuals under age 18 (or up to age 24 if designated by the agency) regardless of immigration status. Service Provider Partners work together to provide a comprehensive and coordinated response – in conjunction with legal, law enforcement and government agency partners – in a trauma-informed and victim-centered approach to: safety planning; forensic investigation; victim’s assistance and resources; advocacy & case management; health care & behavioral health; housing and other basic needs.
